| Rose Garcia entered civil service in 1978 and quickly promoted through the clerical and administrative ranks, gaining the skills and knowledge to advance her career while working on her education. With a Bachelor's Degree in Labor Studies, Personnel Administration from California State University Dominguez Hills; Certification as an Instructor/Facilitator and Instructional Designer from Langevin Learning Services; and more than 25 years of experience with the City, she has excelled as a skilled manager, supervisor, facilitator, trainer, interviewer, counselor, negotiator, presenter, and advocate. | |
For the last 20 years, Rose has dedicated her career to human resources where she has assessed individual and department training needs, developed and delivered training programs, negotiated and administered Memorandum of nderstandings and contracts, conducted confidential investigations, and advocated for both management and employees. As a human resource professional, she has actively participated with the American Society of Training and evelopment; California School-Age Consortium; American Federation of State, County, and Municipal Employees; Affirmative Action Association for Women; Librarians Guild; Institute of Management Studies; and the Southern California Personnel Management Association as a keynote speaker, writer, editor, presenter, workshop facilitator, planner, advisory board member, advocate, and/or officer. As a trainer, she has developed more than 30 different training programs and presented more than 900 workshops. |

| Starting her city career in the Department's Water System in 1999, Ann Marie De La Riva has been with the Human Resources Training & Development team since May of 2001. Ann Marie acquired her knowledge of adult learning and instructional methods through both education and experience. | |
In 1997, she graduated with honors from California State University Fullerton with a Bachelor of Arts degree in English. As a part of her degree program, she worked as a teaching assistant in freshman English and as a tutor in the Writing Center. This institutional experience in adult education came on the heels of nine years of work experience as a trainer at Disneyland and the same period as a Special Education Instructional Aide for the Placentia/Yorba Linda School district. She brought to the team a wealth of both private and public sector training experience. Ann Marie has written and delivers modules in both the Department's Supervisory Certification Series and the Team Lead Certificate Program. Ann Marie continues her efforts to improve her skills through attending the American Society for Training & Development Train-the-Trainer certificate program, external training seminars, and other training opportunities such as participation in the City Personnel City-wide Training Cadre program. |

| Christina Kusch started her career with the City of Los Angeles 18 years ago, with a brief break to serve in the United States Navy. After finishing at the top of her class in the U.S. Navy, Christina returned to the City and worked in both the clerical and administrative fields in the Los Angeles Police Department and the Department of Public Works before joining the Department of Water and Power (DWP) in October 2001. | |
While with Public Works, Christina was the City's expert trainer for a specialized mapping application, NavigateLA. Fine-tuning her training talents, Christina completed the American Society of Training and Development Train-the-Trainer certificate program and immediately applied the training in developing and facilitating training programs for the Department. Currently, Christina facilitates the Department's New Employee Orientation program and provides classroom training in coaching and communication skills. In addition, Christina is a leader of the Downtown Division of the American Society of Training & Development where she coordinates and facilitates their bi-monthly programs for corporate and contract trainers throughout the downtown area. |

| With more than 17 years in Human Resources, John Erbacher is our veteran trainer. John received his Bachelor's Degree in Business Administration and Marketing from California State University Northridge. After a brief stint in the retail industry, he joined civil service. | |
John spent the first 13 years of his city career in the Department's Customer Service Business Unit as a representative, instructor, and supervisor before joining the Human Resources Business Unit in 1986. In Human Resources John has coordinated the Department's Apprenticeship program, managed the Employees' Association, served as the Departments career counselor, served as a presenter for the Speakers' Bureau, and trained countless supervisory and soft-skills training programs. Currently, he instructs courses in team roles, team building, documentation, and career development. |

| After receiving her Bachelor's Degree in Business Administration from California State University Los Angeles and studying abroad in Denmark, Julie McGee started her career with the City of Los Angeles in 1987. Gaining experience in the area of training, research, and contract administration with the Fire, Pension, and Public Works Departments, Julie joined the Department's Human Resources, Training & Development team in December 2001. | |
After completing the American Society of Training & Development Train-the-Trainer certificate program she immediately put her talents to work researching and developing lesson plans. She currently teaches classes in communication, grievance prevention, delegation, team building, and decision-making. She also coordinates the Institute for Management Studies seminar series for our senior and executive management team. |
